Vila Real de Santo António sits at the southwestern corner of Portugal's border with Spain, and its municipal cédulas of 1922 belong to the broader emergency of Portugal's chronic small-change shortage in the early Republic — a problem so persistent that hundreds of municipalities, misericórdias, and private firms issued their own fractional paper between roughly 1917 and 1925. The Banco de Portugal's inability to keep low-denomination coin in circulation drove this parallel system, tolerated rather than formally sanctioned by Lisbon.
Municipal issues at the 10 centavos level were among the most ephemeral — low face value meant heavy handling and rapid deterioration.
