The Anhwei Military Bureau operated as a provincial arms-manufacturing enterprise, and its coin issues reflect a brief, pragmatic decision to supplement cash shortages during a period when the Qing central government had lost meaningful control over provincial minting. The Military Bureau's output was never large, and KM#W47 is among the scarcer of the Chinese provincial machine-struck cash types from this transitional period.
By 1902, Anhwei's regular provincial mint was struggling to meet demand, and military-administered auxiliary production was a stopgap that lasted only a few years before consolidation efforts curtailed these independent bureau issues.
