Rwanda's panda-themed bullion series exists purely as a licensing arrangement — the National Bank of Rwanda issues the coin, but the design program is produced and marketed by overseas distributors targeting the collector bullion market, a model Rwanda has used repeatedly for foreign-audience issues.
