The Tung Pei Bank of China — literally the Northeast Bank of China — was the financial arm of the Chinese Communist Party's operations in Manchuria during the civil war against the Nationalists. By 1948, the Communists had largely consolidated control over the northeast, and notes like this one were printed in high denominations to keep pace with rampant inflation that had destabilized Nationalist currency across the region.

Within months of this note's issue, the People's Bank of China was established and the Renminbi introduced. Regional Communist bank notes were absorbed and retired rapidly, which kept most from accumulating in circulation for long.
