This is not a legal tender banknote. Hangyodon — the sulky, fish-suited Sanrio character introduced in 1988 — has appeared on various novelty and gift items, and "souvenir note" formats mimicking Japanese currency dimensions are a well-documented segment of the Sanrio merchandise market. No such denomination has been issued by the Bank of Japan, and Japan's currency laws prohibit private reproduction of yen notes to scale.
