This piece was issued to commemorate the 20th anniversary of Emperor Akihito's accession, which occurred in January 1989 following the death of his father Hirohito. The Heisei era's name — meaning "achieving peace" or "peace everywhere" — was chosen by the government's Council of Retainers and announced by Chief Cabinet Secretary Keichi Miyazawa the day after Hirohito's death, making it one of the more publicly visible era-naming events in modern Japanese history.
Mintage was tightly controlled, as with most Japan Mint commemorative gold issues of this period.
