Somalia had no functioning central government in 2000 — the state had collapsed in 1991 and would not see a recognized transitional authority until 2004. Coins nominally issued in Somalia's name during this period were authorized and produced entirely by foreign private mints, primarily for the collector market, with no meaningful circulation within the country.
The Millennium theme was flogged across dozens of such issues from collapsed or economically marginal states in 1999–2000, making this a product of the commemorative licensing trade rather than any sovereign monetary decision.
