Somalia's late-1990s commemorative program was largely a commercial licensing operation with no meaningful connection to Somali monetary history — the country had no functioning central bank and was mid-civil war when these pieces were contracted through foreign minting agents. Newton is here simply because his image sold.
The 10,000 shilling face value was notional; Somalia's actual circulating shillings were nearly worthless by 1999, issued by competing factions rather than any sovereign authority.
