The Don Cossack Military Government (Vsevelikoye Voysko Donskoye) issued this note during the peak of the White Army's territorial control in southern Russia — but by 1919, the financial situation of the Don region was deteriorating faster than the front lines. Inflation had already rendered smaller denominations nearly worthless, forcing issuance at this unusually high face value for what was still nominally a regional military authority rather than a national bank.
The handstamp authentication was a practical necessity: the Don government lacked the infrastructure to produce fully secured currency, and handstamped validation was the fastest available safeguard against forgery. The Bolsheviks had already introduced their own competing paper, and counterfeit White issues were circulating alongside genuine ones across the Don basin by mid-1919.
