The Transcaucasian republics occupied a peculiar monetary position in 1921 — nominally within the Soviet orbit but still issuing their own currencies as full Bolshevik consolidation of the region remained incomplete. Azerbaijan's high-denomination emissions of this year reflect runaway inflation that made five-figure face values a practical necessity for ordinary transactions, not a reserve instrument.
The P#S714 sits in the "S" — Specialized — section of Pick precisely because Soviet scholars long debated whether these Transcaucasian issues held legitimate state authority or were semi-autonomous emissions. The republic was formally absorbed into the Transcaucasian SFSR in 1922, after which separate Azerbaijani paper issues ceased entirely.
