The 1923 Soviet currency reform was a two-stage process, and this note belongs to the first stage — the introduction of 1923-dated roubles at a conversion rate of one million pre-reform roubles to one new rouble. Hyperinflation had rendered earlier denominations effectively worthless, and the Bolshevik government was still less than a year away from launching the chervonets-backed stable currency that would eventually supersede the entire 1923 rouble series entirely.

The high face value reflects how severely purchasing power had collapsed. A 10,000-rouble note at this stage was a practical necessity, not a prestige denomination.
