The Preußische Staatsschuldenverwaltung — the Prussian State Debt Administration — was an institution well past its natural lifespan by 1937. Prussia had effectively ceased to exist as a self-governing state after the Preußenschlag of July 1932, when Chancellor Papen used emergency powers to remove the elected Braun government. The Debt Administration survived as an administrative relic, still servicing obligations that predated the republic itself.
A bond of this denomination issued under that name in 1937 was functioning within a Reich fiscal apparatus that had already absorbed Prussian finances in all but paperwork. The watermark security was inherited practice, not innovation.
