Dortmund's Magistrat issued this note under the emergency currency provisions that proliferated across Germany in 1923 as the Reichsmark collapsed under hyperinflation. The Stadt- und Landkreise Dortmund und Hörde joint authorization was a practical administrative arrangement — combining city and rural district issuing authority to manage distribution across a wider population under genuinely chaotic economic conditions. At 10,000 Mark, this denomination was already obsolete within weeks of printing; by late 1923, a single loaf of bread cost hundreds of billions.
W. Crüwell was a well-established Dortmund commercial printer, not a specialist security printer. The watermarked paper was the primary concession to anti-counterfeiting, though enforcement was essentially impossible during that period.
