The Bank of Central African States issues collector coins under a licensing arrangement that has nothing to do with paleontology or any institutional research mission — these are frankly revenue-generating novelty pieces sold into the global commemorative market, produced by private minting contractors and denominated in CFA francs that no collector will ever spend. Triceratops, native to Late Cretaceous North America, has no geological or cultural connection to Central Africa whatsoever.
The CFA franc itself is pegged to the euro at a fixed rate maintained since 1999, a monetary arrangement inherited from French colonial administration.
