The CFA franc zone requires each member state's Finance Minister (or equivalent) to co-sign BCEAO notes alongside the Governor, which is why this single design accumulates a long roster of signature pairs across its print run — each change reflects a ministerial reshuffle somewhere among the eight member states. The 2009 pair is particularly notable: José Mário Vaz, then Guinea-Bissau's Finance Minister, later became the country's president in 2014 following a turbulent post-coup electoral process.
