Oberthur's Rennes facility produced this series for Djibouti across the late 1990s, a period when the franc djiboutien's peg to the US dollar — fixed at 177.721 DJF per USD since 1973 — gave the country unusual monetary stability relative to its neighbors. The peg has held without interruption ever since, which means this high-denomination note circulated in an economy that never needed to redenominate or emergency-print its way out of a crisis.

The 10,000-franc face value is the highest in the Djiboutian series, roughly equivalent to about $56 USD at the fixed rate — modest for a top denomination, reflecting the country's small, port-dependent economy.
