The volume of signature combinations across this series — ten distinct pairings in under a decade — reflects the political turbulence cycling through BCEAO member states during the 1990s. Alassane Ouattara's appearance on the 1992 date is notable: he was serving as Prime Minister of Côte d'Ivoire simultaneously with his BCEAO governorship, an arrangement that ended when he resigned in late 1993 ahead of his ultimately unsuccessful presidential bid. Charles Konan Banny anchors the right-hand signature from 1994 through to the series close, providing unusual continuity on the governor's side while the ministerial countersignatures rotated repeatedly.
