Trại Tạm Giam Vĩnh Long — the Vinh Long Detention Center — issued canteen coupons of this type for use within its facility, allowing detainees to purchase approved goods without handling standard state currency. The practice follows a long-established model used across Vietnamese detention and re-education facilities, particularly after the Ministry of Public Security standardized internal scrip issuance in the 1990s.
Surviving pieces rarely leave the province. The 10,000 Dong face value corresponds roughly to modest canteen purchases at 2000 prices — a few small food items at most.
