Vietnam's lunar new year commemorative series was issued under the State Bank's broader push in the early 2000s to develop a collectibles market for silver bullion — a program aimed partly at overseas Vietnamese diaspora rather than domestic circulation. The Year of the Goat falls in the series between the Horse (2002) and the Monkey (2004), all struck to the same .999 fine specification by foreign contract mints, as Vietnam's own mint infrastructure at the time was not configured for this quality of silver production.
