Vietnam's millennial dragon coin was issued to mark both the Year of the Dragon in the lunar calendar and the turn of the millennium — a rare convergence that occurs only once every sixty years, since the sexagenary cycle aligns with a Gregorian century change that infrequently. The State Bank produced this as a collector piece with no circulating intent, part of a broader push in the late 1990s to develop Vietnam's nascent commemorative coin program following doi moi economic reforms.
KM#52 is among the earlier entries in Vietnam's modern silver series, struck before the program expanded significantly in subsequent years.
