La Rioja Province has been issuing quasi-currency bonds — locally called "chachos" — since 2001, when Argentina's convertibility crisis froze federal transfers and provincial governments across the country began printing emergency scrip to pay salaries and suppliers. This 2024 emission continues that tradition, though the crisis logic has long since become institutionalized: La Rioja now issues chachos as routine fiscal policy rather than emergency measure, redeemable for national pesos at provincial tax offices and accepted by participating local businesses.
The QR code is a meaningful upgrade — earlier series required physical presentation at redemption points, and counterfeiting of lower-denomination chachos was a documented problem in the 2000s issues.
