The Verein der Bergwerke am Linken Niederrhein — the association of collieries on the left bank of the Lower Rhine, centered on Moers — issued emergency currency during the Ruhr occupation crisis of 1923, when French and Belgian troops moved in to enforce reparations payments in kind and effectively paralyzed the regional coal industry. German workers went on passive resistance, mines ground to a halt, and payroll liquidity collapsed. Mining associations across the Ruhr basin issued their own notgeld to keep wages moving when Reichsbank notes were both hyperinflatically worthless and physically scarce.

The ten-million denomination places this note squarely in the mid-to-late summer of 1923, before the autumn collapse pushed denominations into the billions.
