Gelsenkirchen's municipal authority issued this note at the absolute peak of the Weimar hyperinflation spiral — by late summer 1923, the Reichsbank could not supply denominations fast enough, and hundreds of German cities and counties printed their own emergency currency (Notgeld) to cover payroll and daily commerce. The Stadt- und Landkreis designation means both the urban municipality and surrounding rural district were jointly authorizing issue, a practical administrative arrangement common in the Ruhr industrial zone.
The watermarked paper is notable for a locally-issued emergency piece; most municipal issuers at this denomination simply grabbed whatever stock was available. Whether this reflects genuine security thinking or simply the paper that was on hand is unclear.
