Dortmund's municipal authority issued this note under emergency powers granted to German local governments during the hyperinflation crisis of 1923, when the Reichsbank could no longer supply currency fast enough to meet daily wage demands. The designation "für die Stadt- und Landkreise Dortmund und Hörde" reflects a cooperative arrangement covering both urban and surrounding rural districts — a practical response to the sheer volume of notes needed for payroll in one of the Ruhr's heaviest industrial zones.

W. Crüwell was a Dortmund commercial printer, not a security printing house. The signatures of Di. Fischer and W. Cremer authenticate the issue at the municipal level.
