ICBC introduced teller training notes in the late 1990s as China's banking sector underwent rapid professionalization following the 1995 Commercial Bank Law, which formally separated policy lending from commercial operations and sharply expanded ICBC's retail branch network. Training notes of this type were produced for internal bank use — tellers practiced cash-handling, counterfeit detection, and sorting procedures without touching live currency.

These rarely left the branch training rooms, and most were eventually destroyed. Survivors reached the collector market through retiring bank employees. The 1999 date places this issue in the period when ICBC was processing enormous volumes of the fourth-series Renminbi notes, which the tellers would have been trained specifically to handle.
