The Pei Hai Bank of China was established in 1938 in the Shandong-based Jiaodong base area under Communist Party control, making it one of the earlier CCP regional banks to issue its own currency. The 1 Yuan notes of 1943 — year 32 of the Republic — circulated within the Bohai region as the Party worked to displace both Nationalist and Japanese puppet currencies from local commerce. Displacement was the explicit goal: residents holding competing currencies were actively encouraged, sometimes pressured, to exchange into Pei Hai notes.
Surviving examples frequently show heavy use, reflecting genuine circulation rather than hoarding.
