The International Year of Peace was declared by the United Nations General Assembly for 1986, and China was among the nations that issued commemorative coinage to mark it — a gesture that carried particular political weight given Beijing's ongoing effort to project a cooperative international image during the post-Mao reform period under Deng Xiaoping. Production was handled by the China Mint, which by the mid-1980s was actively expanding its commemorative program both for domestic circulation and foreign collector markets.

KM#130 is frequently found in original mint packaging, suggesting much of the mintage was set aside rather than spent.
