By early 1949, the Nationalist government was in terminal retreat, and the gold yuan reform it had launched the previous year had already collapsed spectacularly. This note was issued under the replacement system — the silver yuan — which the Central Bank introduced in July 1948's wreckage as a stopgap. It failed just as quickly. Inflation was running at rates that made any paper denomination practically worthless within days of issue.
Printing at the Chungking works reflected the geographic contraction of Nationalist control — the government had fallen back to the southwest as Communist forces advanced. Chungking itself would fall to the PLA in November 1949.
