Beei Hai Bank (北海銀行) was established in 1938 as a regional bank operating under the Shandong-Jiangsu Border Region government — one of several Communist-administered base areas that issued their own currency during the Second Sino-Japanese War to fund guerrilla operations and stabilize local exchange in territory beyond Nationalist or Japanese economic control. Notes from this bank circulated primarily in rural Shandong and parts of Jiangsu, competing against puppet currency backed by Japanese occupation authorities.
The bank reorganized and merged into the Beihai Bank system through the late 1940s. Early 1938 issues are scarce; the infrastructure for consistent note production in active guerrilla zones was, by necessity, improvised.
