North Korea's commemorative coinage program has, since the 1970s, operated almost entirely as a hard-currency export — pieces struck for foreign collectors and dealers rather than domestic circulation, where the won remained tightly controlled. This locomotive issue honors the Saxonia, built by Richard Hartmann's Chemnitz works in 1838, one of the earliest German steam locomotives and a landmark in continental railway development.
Hartmann's firm would go on to become one of Saxony's most significant industrial exporters. The Saxonia itself is preserved — or a reconstruction of it is — in the Dresden Transport Museum.
