Jeon Bong-jun led the Donghak Peasant Revolution of 1894, a massive agrarian uprising that drew in both Chinese and Japanese forces under the pretense of restoring order — and directly accelerated the First Sino-Japanese War. North Korea's commemoration of him is pointed: a Korean nationalist executed by the Joseon court with Japanese backing, recast as a proto-revolutionary figure compatible with Juche historical narratives.

The 2002 issue belongs to a sprawling DPRK commemorative program aimed almost entirely at foreign collectors, as hard currency generation rather than domestic circulation.
