Eulji Mundeok was a Goguryeo general who repelled the Sui Chinese invasion of 612 AD, destroying an army reportedly numbering in the hundreds of thousands at the Battle of Salsu. North Korea has consistently used his memory as a nationalist symbol, and this commemorative issue belongs to a broader DPRK program of brass and aluminum commemoratives produced in the early 2000s largely for export to foreign collectors rather than domestic circulation — hard currency generation, not public numismatics.
