North Korea issued a series of aluminum "won" pieces around the turn of the millennium nominally aimed at foreign tourists visiting through state-controlled channels, though hard currency — not these coins — was what the regime actually wanted from visitors. They circulated, if at all, only within the tightly managed dollar-shop ecosystem and were largely taken home as curiosities rather than spent.
