North Korea's commemorative brass issues from this period were produced almost exclusively for export through state-run foreign currency shops and overseas dealers — ordinary citizens had no access to them and no mechanism to spend them even if they did. The won denominations assigned to these pieces bore no relationship to any functional exchange rate.
