Obverse description	Printed in violet-purple on cream paper, the obverse is arranged symmetrically with four circular rosette vignettes in the corners, each bearing the denomination in Arabic script. A central ornate cartouche with scalloped floral border contains the principal inscription of the Azerbaijan National Government. Two handwritten signatures appear below the central cartouche, accompanied by their respective title inscriptions, and a circular official stamp is applied to the left side with a Persian date.

Reverse description	The reverse is printed in black on plain cream paper with a minimal layout consisting of three numbered clauses in Persian nastaliq script, arranged vertically.
