Mozaffar ad-Din Shah's reign saw Iran's finances collapse under the weight of two ruinous loans from Russia — 22.5 million rubles in 1900 and a further sum in 1902 — taken largely to fund the Shah's European tours. The bronze toman issues of this period reflect a monetary system under severe strain, with the qiran subdivisions debased and public confidence in coinage at a low point that directly fed the Constitutional Revolution of 1905–1907.
