KM#Pn23 is a pattern issue, not a circulating coin — struck as a proposed denomination rather than for release. Mozaffar od-Din Shah's reign saw Persia's treasury under severe strain from foreign loans, primarily from Russia, taken to fund the Shah's European tours. Whether this piece was a serious monetary proposal or a presentation striking is unresolved; the gold-plated bronze fabric suggests it was never intended to pass as bullion coinage.
