Rudolf II relocated the imperial court from Vienna to Prague in 1583, making Bohemia the administrative heart of the Habsburg empire for the duration of his reign. The Budweis mint — present-day České Budějovice — operated under municipal privilege and struck thalers across this period with notable variation in die quality, reflecting the inconsistent oversight typical of a secondary mint working alongside the more closely supervised Prague facility.

Rudolf's prolonged conflict with his brother Matthias, which culminated in the 1608 Letter of Majesty concessions, created chronic fiscal pressure that drove aggressive coinage production throughout the later years of this type's issue.
