Charles Theodore ruled the Palatinate from Mannheim, where he maintained one of the most expensive courts in the Holy Roman Empire — a cultural ambition that put chronic strain on Palatine finances. The Konventionstaler standard itself had been established by the Munich Convention of 1753, binding Bavaria and Austria to a unified silver coinage weight, with other German states gradually adopting it to facilitate cross-border trade along Rhine commerce routes.

Charles Theodore would later inherit Bavaria in 1777, triggering the War of the Bavarian Succession. His 1764 Palatine issues predate that political upheaval entirely, struck when his Mannheim treasury was still operating independently under the Wittelsbach line's Palatine branch.
