| Obverse description | The national arms of Samoa I Sisifo occupy the central field, displaying a quartered shield bearing stars of the Southern Cross and a coconut palm, surmounted by a cross, and flanked by olive branches on either side. A scroll beneath the shield bears the national motto 'FAAVAE I LE ATUA SAMOA'. The legend 'SAMOA I SISIFO' arcs along the upper periphery, while the denomination '$1' appears in the lower field below the arms. |

Tanumafili II became head of state of independent Samoa in 1962 alongside Malietoa Tanumafili I, but after the latter's death in 1963, he governed alone — making 1977 not quite a clean twenty-five years of solo rule, though that ambiguity didn't slow the commemorative program. He would go on to hold the position until his own death in 2007, ultimately serving longer than any other head of state of his era.
KM#24a denotes the silver proof alongside a base-metal circulation strike, both issued the same year. The proof version was produced for collector sets distributed through the Franklin Mint.
