Western Samoa's Monetary Board replaced the earlier Western Samoan Tala series in 1980, continuing its relationship with Thomas De La Rue that dated back to the first tālā notes of 1967. The spelling shift from "Tala" to "Tālā" — the macron acknowledging the correct Samoan long vowel — appeared inconsistently across issues of this period, and catalog references sometimes conflate the two orthographies.
P#19 carries only a watermark as its security provision, modest even by 1980 Pacific island standards. De La Rue was printing far more complex security work simultaneously for other clients.
