Ecuador's qualification for the 2022 FIFA World Cup in Qatar was immediately overshadowed by a FIFA eligibility investigation into defender Byron Castillo, which threatened to strip the country of its place entirely. Chile and Peru both filed formal complaints. Ecuador survived the challenge and competed — making this commemorative issue, authorized by the Banco Central, a record of an episode that nearly didn't happen.

The denomination itself is anachronistic: Ecuador abandoned the sucre in 2000 during a catastrophic banking collapse, fully dollarizing the economy. Collector issues in sucres have no monetary function, a legal fiction the central bank has quietly maintained for numismatic purposes ever since.
