Charles Emmanuel IV issued this coin under extraordinary duress: by 1797, French Revolutionary forces had stripped Piedmont of its outlying territories and effectively reduced the king to a vassal in his own capital. The 1797–1798 dating bracket is tight by necessity — he abdicated in December 1798 under direct French pressure and fled to Sardinia, ending Piedmontese coinage on the mainland entirely.

Billon issues of this type circulated in a economy already collapsing under war indemnities demanded by Napoleon after the Armistice of Cherasco.
