Chinese provincial food stamps (liangpiao) occupy an odd corner of notaphily — they are neither banknotes nor ration tickets in the Western sense, but state-controlled commodity vouchers that functioned as a parallel currency for grain purchases during the planned economy period. Qinghai, a sparsely populated inland province with a large non-Han population and chronic grain shortfalls, relied heavily on these instruments into the late 1970s. The issuing authority — the Revolutionary Committee Grain Bureau — is itself a dating clue: Revolutionary Committees replaced conventional government structures after 1967 and were being quietly wound down by the late 1970s.
The "shi jin" denomination means ten jin, roughly five kilograms. Provincial stamps were non-transferable across borders, making Qinghai examples particularly regional in their circulation footprint.
