Chinese provincial food stamps (粮票) were not currency in the banking sense but functioned as a parallel rationing medium throughout the planned economy period. Hunan's grain ration coupons were administered through the provincial grain bureau system, which allocated quotas by household registration — the hukou. Without the matching stamp, cash alone could not buy staple grain at state prices. The system ran nationally from 1955 until its formal abolition in 1993, with 1978 placing this issue squarely in the final years before Deng Xiaoping's agricultural reforms began eroding the rationing infrastructure.
