Chinese provincial food stamps (liangpiao) operated as a parallel rationing currency enforced from the 1950s through the early 1990s, when market liberalization made them redundant. This Hubei issue from 1976 falls squarely in the late Cultural Revolution period, when centralized grain allocation was politically as well as economically enforced — possession of the correct provincial stamp determined whether a traveler could eat in a government canteen outside their home district.
Hubei stamps from this period are modestly harder to find than those from larger-population provinces simply because fewer were printed. The "shi jin" (market catty, approximately 500g) denomination was among the most practical and therefore most heavily used units in the ration system.
