Reverse description Printed in blue and red on plain paper, the reverse carries three clauses of usage instructions under the heading 使用说明, surrounded by a blue guilloche border with numeral 1 at each side. A circular red official seal of the Heilongjiang Province Grain Bureau (黑龙江省粮食局) is struck in the lower centre, overlapping the text.

Chinese provincial food stamps (liangpiao) were administrative ration coupons, not currency, but they functioned as a parallel exchange medium throughout the planned economy period. Heilongjiang, as one of the country's primary grain-producing provinces, ran its own ration system independent of the national coupons issued by the central government — provincial stamps were non-transferable across borders, which created real hardship for workers relocating between regions.

The 1978 date places this squarely in the final years of the Maoist rationing framework, just before Deng Xiaoping's reforms began loosening state control over food distribution. Most liangpiao were discarded once the ration system was abolished in 1993.
