Chinese provincial food stamps (粮票, liángpiào) were not currency but rationing coupons — instruments of the planned economy that controlled access to grain rather than its price. Hebei Province operated its own rationing system separately from the national network, meaning these coupons were only redeemable within provincial borders. The unit "市斤" (shì jīn), equal to 500 grams, was the standard measure used across the rationing apparatus.
By 1975, the system was well into its third decade of operation. National rationing would not be formally abolished until 1993, and provincial issues like this one ceased somewhat earlier as regional programs wound down at different rates.
