Brunei's aluminum 1 sen circulated freely through this period, but the .925 silver version was never intended for trade. These were struck as part of proof and specimen sets aimed at collectors, issued under the authority of a sultanate that had only resumed full independence from Britain in 1984. The timing matters: the early sets from this run were among the first numismatic issues produced under fully sovereign Bruneian authority.
Hassanal Bolkiah's first portrait type was eventually replaced on the coinage, making KM#15b a transitional issue by definition.
