Obverse description The crowned arms of San Marino occupy the central field, depicting the three towers of Monte Titano on a shield surmounted by a royal crown. The shield is flanked by an olive branch to the left and an oak branch to the right, tied together at the base with a ribbon bearing the motto LIBERTAS in the exergue. The legend REPUBBLICA DI SAN MARINO arcs along the upper periphery, with the date 1991 inscribed at the bottom of the field.

San Marino has issued commemorative gold scudi annually since the mid-1970s, each tied to a declared theme rather than a monetary function — these pieces never circulated. The 1991 "Peace and Freedom" theme was almost certainly timed to the collapse of the Eastern Bloc, with the Soviet Union itself dissolving that same December.
