| Obverse description | The crowned arms of San Marino occupy the central field, depicting the three towers of Monte Titano on a shield surmounted by a royal crown. The shield is flanked by an olive branch to the left and an oak branch to the right, tied together at the base with a ribbon bearing the motto LIBERTAS in the exergue. San Marino has issued commemorative gold scudi annually since the mid-1970s, each tied to a declared theme rather than a monetary function — these pieces never circulated. The 1991 "Peace and Freedom" theme was almost certainly timed to the collapse of the Eastern Bloc, with the Soviet Union itself dissolving that same December.
